[Given that half the reason Shinji refuses to let Kaworu enter his apartment is that he texted him "I haven't kissed you in three days :(" this morning, yeah, that's a fair assessment.]

Yes, he's my best friend boyfriend [NOPE] best friend. He can be very reckless when he's worried, though.
